Overview

The Operations Manager is responsible for overall day to day management of Youth Justice Detention and Custody Facility for Ray of Hope. They will ensure compliance with company policies, standards and procedures regarding personnel management and administration. This position has a shared responsibility for strategic planning, goal setting, designing and implementing policy with the Director of Services. The Operations Manager leads from a Christ-centered approach in a multi-faith environment and will support in creating a long-term, sustainable strategy and lead program development. 

Specific Responsibilities

  • Develop and maintain policies, procedures, and program activities in compliance with Ray of Hope and ministry standards and ensure staff are acting in compliance with them. Ensure staff and persons we support are informed of changes relating to them.
  • Oversee ongoing quality control and evaluations of programs.
  • Ensures a healthy and safe work environment for staff and supports them in their duties as outlined in the Occupational Health and Safety Act, inclusive of psychosocial safety.
  • Maintains and provides direction in the on-call system.
  • Responsible for the approval of time reporting, leave requests, and expense claims.
  • Review and approve invoices within budget payable up to $1000.00.
  • Complete monthly/quarterly/annual reports and payroll summaries as required.
  • Develop operational plans which incorporate goals and objectives that work towards the strategic direction of the programs.
  • Establish and maintain collaborative relationships with community partners, funders and other organizations to help achieve the goals of the programs.
  • Ensure opportunities for team building are facilitated.
  • Lead performance management/review process according to the agency policy.
  • Ensure all property, equipment and vehicles owned or leased by Ray of Hope are maintained in a manner that meets all local codes, OH&S requirements, and any ministry licensing standards.
  • Attend all mandatory senior level management meetings, staff meetings, and training.
  • Other duties as assigned

General Program Responsibilities

  • Attend and actively participate in ROHS events
  • Support organizational development by involvement with planning work groups and special projects
  • Attend ongoing training sessions and seminars as identified
  • Participate in presentations including public speaking, workshops, etc. that address youth issues
  • Sustain professional and positive working relationships with staff
  • Represent the organization in a respectful way both on and off the job
  • Notify the Director of Services as needed with high-risk youth, youth/staff emergencies and/or if young person situation is deteriorating
  • Other duties as assigned

Qualifications

Education

  • Completion of 4-year Undergrad Degree in relevant field. 

Experience

  • 3 – 5 years previous program management experience in a similar organization working with youth in conflict with the law required

Certifications

  • Understanding and Managing Aggressive Behaviour (UMAB) Certificate an asset
  • Standard First Aid Level-C CPR & AED or willingness to obtain prior to employment
  • ASIST training an asset

  • Demonstrated commitment to ongoing personal and professional development
  • Knowledge of and adherence to organizational hierarchy, goals, operations, and mission statement
  • Familiar with policies of the Ministry of Children, Community and Social Services, Child, Youth and Family Services Act, Youth Criminal Justice Act
  • Excellent writing skills including proper spelling, grammar and punctuation. Demonstrated ability to motivate staff team to ensure they work productively, cooperatively and with a sense of satisfaction in their work
  • Proficient in Microsoft Office (Word, Excel and Outlook).
  • Proficient in reading, writing, speaking and comprehension in the English language

Requirements

  • Vulnerable Sector Check/Police Check
  • Valid, unrestricted Class “G” Ontario Driver’s licence
  • Ministry of Transportation Drivers Abstract through Service Ontario
  • Employment Medical Form including immunization record and fitness assessment
  • Statement of Faith Agreement bonification

  • Frequent use of mental capabilities and concentration
  • Possible exposure to hazards such as harassment, physical or verbal aggression or aggressive behaviours, witness to harassment or violence, and similar variables
  • Possible risk of vicarious trauma
  • Infrequent exposure to environmental hazards, including Hot/Cold and regular environmental variables
  • This position requires the person to consistently work with and around others
  • Incumbent will be required to physically intervene with aggressive male youth using an approved restraint program

Work Contacts

  • The Operations Manager will have significant contact with internal parties such as Maintenance Coordinator, Security Officers and other members of the facility staff. They will also have contact with youth in our care, family members of the young person as well as with community professionals such as Police, Probation Officers, medical professionals, etc. Significant collaboration with Maintenance Coordinator, Records Technician, H.R. Department is required.
